Are JSP and servlets still used?

Servlets and JSPs are considered outdated technologies and no longer chosen for the new projects. These were found in use significantly for legacy projects. Servlet JSPs were used enormously in around 2000. With the popularity of emerging MVC frameworks like Struts, Webwork, Spring etc.

The availability of a JSP object for use from a particular place of the application is defined as the scope of that JSP object. Every object created in a JSP page will have a scope. Object scope in JSP is segregated into four parts and they are page, request, session and application.

I would suggest learning about basic JSP and Servlets as it will help you grasp the concepts that are simplified in Spring. Since you have experience with PHP-based CGIs, most of JSP/Servlets will just different ways of doing things you are familiar with so it should go fairly quickly.
If you are a average developer it will take approximate a month to expertise. If you are a very good developer then it will take approximately 10- 15 days. And if you are new to programming then first learn Java programming get some good hands on after that move to JSP & Servlets.
Servlets are mainly used to extend the applications hosted by webs servers, however, they can respond to other types of requests too. For such applications, HTTP-specific servlet classes are defined by Java Servlet technology. A JSP is a text document which contains two types of text: static data and dynamic data.
We recommend you use the JDK, version 1.7 (Java 2 Platform) or later, and I recommend the open source Java Editor known as Eclipse. You will need a Web browser with 128 bit encryption to see some of your work in action. There is quite bit of servlet-specific software you will use as well.
