Outages happen, but you have less control in the cloud. So ideally you want someone who understands how your cloud platform works and who can help you take steps to mitigate issues. Database folks also already tend to move or spend part of their time in non traditional DBA stuff. Its real easily to move from dba to db developer. Its a bit harder to move into BI but doable. Its actually a very flexible role in regards to its ability to allow one to move into other areas.
