Oracle is still the most popular database in industry and Oracle APEX is probably the easiest way to quickly knock out Oracle-based applications — a very handy skill set to have even if you only end up using it for in-house applications. Oracle APEX programming is extremely simple and the only programming language you need to know are PL/SQL (and maybe Javascript and/or CSS to make your client side a little a little snazzier). If you work in an Oracle shop, you should learn PL/SQL anyway so the learning curve to add APEX to your resume is minimal. Of course, the story is different if you don’t work in an Oracle shop.

It depends on what you want to learn. Oracle has a lot of products. In my old company, learning Oracle meant the Oracle ERP; I’m assuming you mean the Oracle Database;

If you already know basic SQL, for example, MySQL or SQL Server, then you will pick up the basics of PL/SQL pretty quickly.

If you already do programming, it’s a little harder, as you will need to learn both the basics and “thinking in SQL”. I found as a hard core C++ programmer, some parts of SQL for me, even after 17 years, are “read only”. I’m really good at analyzing SQL, not as much necessarily as writing it, but that’s because to program Oracle EBusiness Suite you need to know not just the tables, but the setups.
